STATEMENT OF THE JOB
To provide consistent program monitoring to ensure compliance with Federal Performance Standards, Department of Health and ACS Regulations, in all of the early childhood centers and Family Child Care Providers’ homes. To facilitate effective delivery of services in Child Development and disabilities including mental health, by communicating with the other Content Specialists including; Program Managers in early childhood, Family Child Care Providers, Director of Caritas Professional Development Training Center and external organizations which provide services to typically developing children and children with special needs and their families. The Disabilities Services Specialist is accountable to the Health Services Manager.
DUTIES AND RESPONSIBILITIES
- In conjunction with the Sr. Management Directors, Managers and Specialists, Health, Education and Family and Community, Program Managers, Director of the Caritas Professional Development Center, families and other community based service providers: monitors child development, disabilities and mental health.
- Developing and implementing a systematic, on-going process of program planning that involves advocacy, sharing ideas, child development and education for atypical children and children with special needs, including mental health issues.
- Providing technical support to the program staff and families to assist in: (1) implementing developmentally and linguistically appropriate practices geared towards the needs of all children, (2) creating and maintaining a culturally responsive and respectful environment that promotes the integration of all children, and (3) implementing changes according to the individualized needs to children.
- Promotes improved program quality by (1) reinforcing the need for staff to adhere to appropriate service protocols and all related regulatory requirements; (2) encouraging staff to utilize computer technology to support children’s learning and integration; (3) enhancing staff interactions and communications and minimizing geographical constraints through electronic bulletin board systems, electronic mail, etc.; (4) observing education and social services staff; (5) reviewing the implementation of the agency’s curriculum of choice (Montessori); (6) and the other Specialists, on education issues revolving around disabilities and staff, etc.; (7) Reviewing relevant documents (e.g. lesson plans, focus meetings, form 10’s, anecdotal, etc.); (8) Providing timely, constructive feedback; (9) Submitting site visit and other mandated reports in a timely manner.
- In conjunction with the other Specialists, Program Managers and front line staff creates and maintains a supportive and respectful warming environment in each Early Childhood Services program.
- In conjunction with the other Specialists, Program Managers, and external consultants coordinate the revision and implementation of the disabilities aspect of the written plan.
- In collaboration with the other Specialists utilizes monitoring tools that assess and evaluate the disabilities component.
- Conducts consistent site visits to monitor the quality of disabilities services, and provides technical assistance to enable staff to implement the (1) Federal Performance Standards, (2) NYC Department of Health Codes, (3) NAEYC criteria for quality and (4) other city and state regulations in the area of disabilities.
- In collaboration with the Health and Education Specialists, works closely with mental health, disabilities and early childhood education consultants and external agencies to ensure the delivery of high quality services to children with disabilities and families.
- Assists Specialists, Program Mangers, and front line staff to establish short, intermediate and long-term goals for children’s with special needs.
- Assists in creating opportunities and reinforcing educational activities for involving parents, community stakeholder and program staff to: (1) measure agency accomplishments, strengths, and weaknesses as they relate to children with disabilities; (2) monitor consistently children’s social, emotional, physical and cognitive development; (3) enhance program quality and timely responses to education and childhood development issues that arise in the community, the program and among enrolled families.
- Assists in appropriate utilization of data collected from assessment, including making and implementing recommendations.
- As a member of the Early Childhood Services Management team, participates in crossing training and on-going meetings, which support opportunities for sharing concerns/issues; acts as resource, advocate, trainer; provides feedback and encourages appropriate action according to parameters established by Head Start and CCNS, Inc.
- Performs other duties as assigned.
SPECIFICATIONS FOR EDUCATION/CERTIFICATIONS/LICENSES
Bachelor’s Degree from an accredited college or university required.
New York State Certification N-6 (Early Childhood), Professional Certification Birth-2nd Grade, and or Special needs certification preferred.
SPECIFICATIONS FOR EXPERIENCE AND TRAINING
Minimum of three years teaching experience and 3 years administrative experience at the early childhood level
Specialization in disabilities and/or early intervention and relevant broad experiential knowledge of program supervision, planning, operations, and evaluation.
Excellent computer skills. Knowledge of Teaching Strategies GOLD, ChildPlus, Microsoft Office, data management systems or other software selected by the Agency
Ability to communicate in a positive manner with management, staff, and parents
Ability to follow directions and maintain confidentiality
Excellent written and verbal communication skills
Excellent organizational and problem solving skills
Good interpersonal relationship skills
Ability to prioritize and handle multiple tasks.
Ability to synthesize information and transfer it to practice
SPECIFICATIONS FOR PHYSICAL REQUIREMENTS
- Ability to work flexible hours and days.
- Ability to travel to multiple locations within the five boroughs as needed.
- Must be able to stretch and bend in order to retrieve files.
