Under direction of the Division Manager to perform a variety of administrative support activities within the Facilities Maintenance Division.  Assist in budget development and administration; planning and organizational analysis; technical research; and project development and implementation. Establish and maintain assigned programs, such as Forecasting, Preventive Maintenance Plans, and Inspection Programs.

This position exercises technical and functional supervision over lower level staff.
Serve in a staff capacity to Facilities Division Manager by establishing and maintaining assigned programs. (SDE)
Assign, schedule and supervise the day-to-day operations of assigned personnel.
Review daily work orders; maintain control over production through all phases.
Inspect and review all work projects in progress and upon completion; provide assistance as needed.
Assist in the supervision of construction projects.

Evaluate procedures and make recommendations as required.
Supervise, train and evaluate assigned staff; analyze personnel needs and make appropriate recommendations.

Assist the Division Manager with budget preparation and control.
Serve as liaison for the Facilities Maintenance Division with other City departments, divisions and outside agencies; negotiate and resolve significant and controversial issues.
Participate in a variety of special projects, investigations and operational studies within the Facilities Maintenance Division; recommend modifications to Facilities Maintenance programs, policies and procedures as appropriate.
Provide support to a variety of boards and commission; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of facilities maintenance.
Perform other job related duties and responsibilities as assigned.

Knowledge of:
Carpentry, Electrical, Plumbing and Construction work.
Lockout / Tagout procedures.
Basic mathematics, calculations, and productivity measurements.   
General administrative procedures.
Computer data entry and retrieval techniques.
Principles and practices of preventative maintenance of facilities and equipment. 
Principles, practices, occupational hazard and safety precautions of general maintenance work.
General practices in cleanliness of buildings and grounds.
Emergency preparedness and response strategies. 
Skill to:
Recognize and analyze problems.
Identify alternative solutions, project consequences of proposed actions and implement recommendations in support of Department and City goals.
Ability to:
Manage and prioritize repair and maintenance of facilities.
Oversee the construction of new facilities.
Coordinate set up for special events or programs.
Identify potential safety issues.
Review and understand construction plans, schematics, and documents. 
Instruct employees in the safe operation of tools and equipment.
Train employees in appropriate response to emergency situations. 
Understand and carry out verbal and written instructions.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:
Eight or more years of commercial / residential general building maintenance experience, which includes Carpentry, Plumbing, Electrical and Construction experience is required. At least two years of supervisory experience is preferred.  

A high school diploma or a GED is required.  
License or Certificate:
A minimum of one of the following Trade Certifications is required:
Texas Department of Licensing and Regulation - Electrical Journeyman License; Texas State Board of Plumbing Examiners - Journeymen Plumbers License, and/or Texas Department of Licensing and Regulation - Certified HVAC Technician.
A valid Class B Texas Commercial Driver’s License (CDL); or the ability to obtain one within ninety (90) days of employment is required.
Special Requirements:
Essential duties require the following physical skills and work environment:
Must be able to pass an FBI background check.
Must be able to pass a DPS background check.
With or without accommodation, ability to lift up to 50 pounds.
Ability to operate bucket lift trucks reaching heights of 40 feet and higher.
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and climb 30 feet and higher.
Exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, electrical hazards, and mechanical hazards.
Ability to work in a standard office environment.
On-site supervision of work crews in a variety of outdoor work environments.
Ability to travel to different sites and locations.
Ability to respond to emergency situations 24 hours/day, 7 days per week, and 365
