GENERAL DESCRIPTION 


Under the immediate or general supervision of a Construction Project Manager; to monitor, inspect, and report water distribution and wastewater collection system field actions and assets that are in the process of being, or have recently been, performed. This can include work accomplished by City field employees and/or outsourced vendors.


SUPERVISION EXERCISED


This position exercises no supervision.


IMPORTANT AND ESSENTIAL DUTIES


Construction Inspector II


Make pre-, post-, and in-progress inspections of Water Utility Department-directed construction and maintenance activities, as assigned by the Project Manager.

 

Document and report to the Project Manager the activity’s progress, compliance with plans and standards, and any significant events observed.

 

Immediately notify field employee supervisors directly, and the Project Manager, if any safety or policy violations are observed.

 

Inspect work sites to ensure that contractors and workers have all the proper materials.

 

Assist Project Manager with data entry, and preparing inspection reports

 

Communicate effectively with other employees, contractors, and affected citizens on the nature and status of work being performed.


Construction Inspector III


Provide new hire and recurring performance and safety training to Water Distribution and Wastewater Collection Utility Worker I, II and higher positions, as needed.

 

Under general supervision of the Project Manager, prepare, coordinate, manage and report on short-term projects to their completion.

 

Serve as the Project Manager’s designated representative at project coordination meetings, as needed.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

 

Knowledge of:
 
Safe driving and heavy equipment operating principles and practices.
 
All approved methods, materials, tools, equipment, and practices used to safely repair and maintain water and wastewater systems.
 
The different jobs and tasks in the Water Distribution and Wastewater Collection and how they generally impact the operations of the City’s water and sewerage systems.
 
The use of general Geographical Information System (GIS) applications.
 
City of Abilene Policies and Procedures within six (6) months of employment.
 

Skill to:

Safely operate and care for all tools, vehicles, equipment and materials.
 
Safeguard and effectively use assigned information technology equipment in the field.
 
Safely operate a motor vehicle.
 
Prepare and submit inspection reports on a predetermined schedule.
 

Ability to:
 
Understand and apply good professional judgement on evaluations of water distribution and wastewater collection construction and maintenance activities.
 
Understand and interpret plans, schematics and specifications.
 
Detect and locate defective installations, and ascertain the stage of construction or installation when defects most easily are found and corrected.
 
Communicate clearly and concisely, both orally and in writing.
 
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

 

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

 

Construction Inspector II

 

Experience:
 
Five (5) years of experience in mechanical and plumbing installation work as a Journeyman and/or Master Plumber or plumbing inspector, or five (5) years of experience in water distribution, water meters, and/or wastewater collection is required.
 
Education/Training:
 
A high school diploma or a GED is required. 
                       
License or Certificate:
 
Possession of, or ability to obtain, a plumbing inspector’s license issued by the Texas State Board of Plumbing Examiners, or a TCEQ water distribution license within 90 days of employment is preferred.
 

A valid Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

 

Construction Inspector III


Experience:
 
Two (2) years of experience comparable to that of a Construction Inspector II is required.
 

License or Certificate:
 
An active TCEQ Class C Water Distribution license or Wastewater Collection II license is required.
 
Special Requirements:
 
Essential duties require the following physical skills and work environment:
 
Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and climb.
 
With or without accommodation, ability to lift up to 90 pounds.
 
Working outside or in a confined work space with exposure to cold, heat, noise, chemicals, and hazardous materials.
 
Ability to travel to different sites. Availability to work an 8-hour shift during normal business hours, and be on standby (on call) to work outside normal business hours, as needed.
