Under general supervision of the Director; to champion, plan, organize, schedule, direct, monitor, and report on water and wastewater construction, and other related projects for the City. This will involve close coordination and frequent communication with internal departmental Division Managers, other City department representatives, and external vendors. The position has significant responsibility for ensuring assigned water department projects are delivered on-time, within scope, and within budget, while achieving specified quality standards.



This position exercises direct supervision over one assigned Construction Inspector.




Support the Director by prioritizing, preparing, coordinating, implementing, monitoring, and reporting progress of assigned projects.


Collaborate directly with internal and external stakeholders, as needed to ensure projects are completed on-time, within scope, and within budget while meeting qualitative requirements.


Set specific, measurable, actionable, relevant and time-bound performance and productivity goals for each project; analyze and advise on required corrective actions if goals are at risk of not being achieved.


Direct, coach, instruct, train, mentor and provide constructive feedback to assigned employees on policies, procedures, techniques and behaviors needed to effectively and safely operate equipment, resolve difficult work problems, and handle customer contacts.


Lead development and monitor performance of contracts to outsourced vendors, when needed to help achieve project goals.


Ensure projects comply with Department, City, State and Federal regulatory guidance.


Communicate effectively with property owners, visitors, and utility customers to address their complaints or concerns regarding work projects.


Continually demonstrate and cultivate leadership qualities within the project team consistent with the City’s core values.




Perform other job related duties and responsibilities as assigned.



Knowledge of:
Effective project management and leadership techniques.
Methods, materials, practices, and equipment used in the construction, maintenance, and repair of water and sewage transmission systems.
Basic principles of plumbing and hydraulics as related to the work.
Laws and regulations related to the water industry.
Occupational hazards and standard safety precautions necessary in the work.
Safe driving principles and practices.

Skill to:
Operate City of Abilene office equipment, including computer and required software applications, to effectively analyze data, resolve issues and communicate information.
Safely operate a motor vehicle.

Ability to:
Develop and implement policies and procedures.
Plan and supervise the work of a construction inspector engaged in a variety of maintenance, construction, and repair activities.
Read and interpret blueprints, plans, sketches, and diagrams.
Communicate clearly and concisely, both orally and in writing.
Establish, maintain and foster positive and harmonious working relationships within the division(s) and the City organization, and with those contacted in the course of work.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:


Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:




Five (5) years of management/supervisory experience is required.


Five (5) years of experience in a water and/or sewer utility, or closely related industry, is highly desired.




A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, engineering, or a related field required.


License or Certificate:


A valid Texas Driver’s License, the ability to obtain one within ninety (90) days, or a military waiver is required.


Project Management Professional (PMP) certification is preferred.


Special Requirements:


Essential duties require the following physical skills and work environment:


Ability to work in a standard office environment.


Ability to sit, stand, walk, kneel, crouch, stoop, squat, and climb.


With or without accommodation, ability to lift up to 25 pounds.


Exposure to cold, heat, noise, outdoors, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards.


Ability to travel to different sites.
