Engineer I


Under direction, perform professional engineering work in the design, investigation, and construction of public works and utilities projects; apply engineering skills and knowledge to evaluate a variety of engineering problems and plans.


Engineer II


Under direction to perform advanced professional engineering work in the engineering design, investigation, studies, construction, and management of City-wide public works and utilities projects as assigned; provide technical supervision of public works and utilities projects; coordinate projects with various departments, divisions, and outside agencies; and establish and monitor schedules for various improvement projects.




These positions may exercise technical and functional supervision over engineering staff.



Engineer I

Develop engineering project plans, specifications, and estimates; assign routine investigations, design, and drafting tasks to technical assistants; review completed work; assist in the solution of difficult problems.


Provide technical supervision, as required, to subordinate engineering staff.


Research publications and industry information sources; develop revised design and construction standards for public works and utilities structures and appurtenances.


Investigate problems affecting property owners, contractors, and maintenance operations; order survey, mapping, and data collections; prepare estimates and feasibility reports for new or modified services and structures.


Coordinate plans with consulting engineers, developers, and contractors.


Participate in the investigation and evaluation of preliminary general plans for the expansion and modification of public works and utilities systems; prepare estimates and reports related to adjustments of established master plans.


Engineer II – In addition to the above duties.


Assist in establishing and enforcing departmental policies and developing short and long range plans for City-wide public improvement projects.


Prepare feasibility studies and cost estimates for the projects; prepares the budget for the Engineering Division.


Assist in manpower projections and in the hiring and training of the Engineering personnel.


Make project teams; assign projects; establish schedules; monitor progress; perform overall project management.


 Assist with assignment, supervision, and evaluation of the work of assigned staff.




Perform other job related duties and responsibilities as assigned.



Knowledge of:

Principles and practices of engineering as applied to public works or utilities construction and maintenance.


Methods, materials, and techniques used in the construction of public works or utilities projects.

Project management techniques.

Modern developments, current literature, and sources of information regarding engineering.

Safe driving principles and practices.

Skill to:


Use current engineering and drafting technology equipment as well as traditional drafting tools, such as measuring tape, level, and rod.

Operate current communication devices.

Operate office equipment including computer equipment.

Operate a motor vehicle safely.

Ability to:


Engineer I & II

Check, design, and supervise the preparation of engineering plans and studies.

Make complex engineering calculations.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Manage large scale construction projects.


Experience and Training Guidelines:


Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:




Engineer I


Five (5) years of experience working as an engineer, under the direct supervision of a licensed professional engineer is required. 


Five (5) years of experience working as a licensed professional engineer is preferred.


Engineer II


Ten (10) years of experience working as a licensed professional engineer is required.




A Bachelor’s degree in an engineering field from an accredited EAC/ABET college or university with major course work in Civil Engineering or a related field is required.


License or Certificate:


A current a professional engineer license is required.


Possession of, or ability to secure within six (6) months of employment, a professional engineer license in the State of Texas is required.


A valid Texas Driver’s License; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.


Special Requirements:


Essential duties require the following physical skills and work environment:


Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and climb.

With or without accommodation, ability to lift up to 50 pounds.

Exposure to cold, heat, noise, outdoors, vibration, chemicals, mechanical hazards, and electrical hazards.


Ability to travel to different sites.
