Wellness is an important aspect of the workplace as it impacts all areas of an employee’s life.  With this in mind, the health and wellness of all AFD personnel remains a high priority.  Wellness is comprised of occupational, emotional, mental, social, physical, and spiritual health.

Under direction to support the Abilene Fire Department, the Health & Wellness Coordinator (HWC) is vital for the leadership and support for AFD members. The HWC shall be available to provide wellness support, in conjunction with guidance and counsel to active and retired AFD personnel and their families as requested. Provides emergency scene support to AFD personnel and to those affected by such incidents. The HWC has the full support of the Fire Chief and the Fire Department chain-of-command.  


This position may exercise some supervisory functions over lower level staff.


Leads a comprehensive wellness program.

Provide confidential counsel to AFD members and when appropriate, employ the City’s Employee Assistance Program (EAP).  

Counsel AFD employees concerning personal and work-related difficulties and assist in other employee matters of a sensitive and private nature.

Provide assistance to fire personnel and/or their families who are seriously injured, ill, or dealing with loss.

Attend various departmental social functions and may participate when appropriate.

Attend monthly AFD staff meetings.

Exercise confidentiality and discreetness when applicable.

May attend and/or coordinate various AFD functions such as, but not limited to: 

a) Cadet graduations

b) Award ceremonies

c) Retirement ceremonies 

d) Promotional ceremonies 

Shall assist in training programs as requested including, but not limited to, the following:

a) Citizen Fire Academy

b) Cadet Orientation Training

c) Peer Support Program

d) Family integration into the fire service

Assist other City Departments, and mutual aid partners with requested chaplain services when requested and approved by the Fire Chief.

May assist in the death notification of fire personnel (active or retired).

Provide casualty assistance including, but no limited to:

a) Working with retiree families in the coordination of visitations, funerals, and/or graveside services when requested
b) Work with the AFD Honor Guard Program Captain to coordinate requests for Honor Guard participation

Serve as liaison between the AFD and the retiree groups.

Manage the AFD Chaplaincy Program, serve as the AFD Chaplain, and coordinate with local spiritual leaders to develop a network of resources for this program.
Upon request, may speak at civic, social, community, and religious functions.

Respond to scene of an emergency incident when contacted by Dispatch or when requested by a Chief Officer.

May assist in the referral of support services for the victims and their families of fires, emergency incidents, or disasters.

Contributes to a supportive workplace environment and encourages positive health and wellness behaviors.

Assist AFD personnel in the areas of medical and mental health education.


Perform other job related duties and responsibilities as assigned.

Must be able to travel for required training and for employee support.


Knowledge of:
Wellness resources available through the City of Abilene and through external resources.

Multiple faiths in order to administer services to people of all belief systems.

Impact of mental health stressors in the fire service.

Common wellness challenges for first responders.

Skill to:
Maintain confidential documents and information and keep abreast of HIPAA rules and regulations.

Public speaking skills are essential.
Excellent listening and verbal communication skills in order to speak with people in times of tragedy, crisis, and emotional upheaval.

Well-honed interpersonal skills to speak with people of all ages and backgrounds

Ability to:
Work with minimal supervision.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:


Three (3) years of experience mentoring, coaching, or counseling adults is required.

Five (5) years of experience in ministry or chaplaincy is preferred.

Previous experience in the field of psychology and/or wellness is preferred.

Ecclesial certification or endorsement by a recognized religious body is required.

A Bachelor’s degree in psychology, counseling, theology or a related field is required. 

Specialized training and/or certification in chaplaincy is preferred.

Specialized training and/or certification as a wellness coach is preferred.

License or Certificate:
A valid Texas driver’s license, the ability to obtain one within ninety (90) days, or a military waiver is required.

Special Requirements:

Essential duties require the following physical skills and work environment:
With or without accommodation, ability to lift up to 50 pounds. 

This position requires full use of sight, hearing, speech, arms, hands, legs and feet.

The ability to maintain body equilibrium when climbing and walking. 

Must be available to work after normal business hours, on holidays, and weekends.

Must successfully pass a comprehensive background check.

May be exposed to inside and outside working conditions. The possibility exists for exposure to all extremes of the environment.

Possible exposure to toxic and non-toxic noxious odors, fumes, dusts, mists, and gases, etc.
